Bikes parked at wheel chair car parking

Whenever I come to pick ᵐʸ mom who is arthritis patient on wheel chair ,wheel chair car parking is always full of bikes parked and even wheel chair guy deny to take wheel chair far till our car is parked , why bikes are allowed at wheel chair car parking area
