Checked in suitcase opened by somebody

I travelled today , on 11th Feb, by AI 919 to Dubai.
After reaching my hotel I realised that my checked in suitcase was opened and things were astray.
This has happened 2nd time to me.
First, when I flew to Dubai by Vistara, 6 months ago.
I had complained to Vistara but nothing happened.
This is scary and criminal.
Please let me know what action has been taken.
