Delay in customs clearance process at mumbai T2 international airport

I came from Dubai, UAE to Mumbai, India via early morning flight just to see that there is crowd of hundreds of people waiting for custom clearance. There is not proper planing and arrangements made at the airport. People arriving from different countries are gathering near custom clearance as there in no proper guidance and monitoring process to arrange everyone in a queue. Randomly people are coming in between and breaking the process. We come via international flights and are already tired. Here at the customs point its not at all manageable to wait in a crowd and not in queue. I request authority to take some action and make a clear process and queue of people to get customs clearance done properly without trouble to any citizen.
