Security personnel at exit

I landed yesterday and after collecting my baggage and checking through customs I was heading towards exit hall, suddenly one personnel with an identity card hanging on his pocket, stopped me and asked me where I am coming from, I told him from Africa, so he said oh ok you can proceed. What’s the big idea in asking me this question at the entrance of exit hall when I have travelled all the way from Africa to Mumbai by passing through all immigration and security and customs procedure?? Is this person genuine or fake or a scam to make money from some passengers coming from sophisticated countries like Dubai, Europe or else This is very strange and not in order. Though I didn’t react but just gave answer for not to have any arguments there but this questioning was not justified. Pl look into this and stop this nonsense immediately.
