Staff member behaviour

My mother first time travelling to canada alone on a visitor visa and when she did the boarding one of the staff members her name is prachi she asked my mother to show our proof of residential status. I believe if my mom is travelling she needs to verify her visa stamps and other info. Why does she needs to verify our status? And she denied to talk with us even though my mom has a language barrier. Staff’s behaviour was not good
