Waiting at the belt for over 45 mins

I have been waiting for more than 45 mins at the baggage belt no. 7 of terminal 1 of delhi airport. They are send one two luggages at a time. What kind of service is this at the national capital of India. I was travelling through flight Indigo 6E 6791
