Airport auto fraud

I stand in the queue for auto which runs by meter I took one and I hardly went 4 km, meter was running more speed than second also, and the worst part , I gave him rs 500 note and he flipped it and told 100 rs note. I protested then he still accepted. It was midnight, I paid him again. Why such scamster are allowed in Mumbai airport, giving mumbai bad name,
