Complaint asking for money to get around custom

Employee at baggage claim area during arrival asking for 200-300$ to get around the custom and people who literally have nothing in their bag get stopped by custom for no reason and they hold them there for 30-45 minutes so they can get frusted and give them some money, I and 10-15 other people who will be traveling next will be doing video recording of everything.
