Over the last year I flew from Delhi, Dehradun Jaipur and other airports (domestic). Nowhere there were any restrictions on the number of normal AA (li-ion) batteries carried in cabin baggage.
Only on Mumbai I was told the maximum per person is two (2). I had more that were taken from me.

These airport regulations specify no restrictions for the number of normal AA batteries.
So Mumbai is an exception.
Why does Mumbai check-in security not stick to airport regulations?
Please correct this, it’s very annoying.
