Staff allowed others to push in to checkin

On 10/06/2023, my family and I were trying to check in/drop bags off for our flight to London Heathrow (AI131) and we had beening waiting in the queue for about 40 minutes.
Staff just allowed people to push in straight to the front just because either they claimed they couldn’t stand (but not showing any difficult standing at the counter) or queue behind the previous queue jumpers.
We behave as polite passengers but you don’t punish rude ones or even enforce the rules you have set?
