Staff misbehavior ( Asking for bribe)

Hi,
I was travelling from istanbul to bombay by indigo airlines. I was waiting for the check in bags , However I was not able to see my check in bag. later while i was waiting one staff came to me,. He showed my check in bag outside the conveyor belt, He asked me money many times. He was arguing that i have to pay him tips for helping the bags & also its his right because we are international traveller
please look into this staff behaviour.
