Which genius decided that you need an indian phone number to access wifi at an international airport?

It is highly unintelligent to require a local number to access WiFi at an international airport. this is the first thing a visitor sees of your country, when trying to access airport wifi while waiting in your abhorrently long immigration lines. same story every time i fly into or out of Mumbai. fix it please.
