2 hour long wait at immigration point

Travelled from SFO to Mumbai in business class. Flight was great but the experience at the immigration counter was terrible. There was only 1, sometimes 2 people at the counter and people had to wait > 2hrs even in business

We are standing since paise 20 mins for immigration check out but still only 2 people are sitting on the counter for clearance. How could 500-1000 customers suffer due to scarcity of staff.
